Maryland Department of Natural Resources

The Maryland Department of Natural Resources (DNR) has partnered with Brandt to modernize its suite of outdoor recreation services, including hunting and fishing licensing, off-road vehicle registration, vessel titling and registration, and commercial fishing licensing. Development of the new, customized MD Outdoors platform, built on Brandt’s Terra base solution, began in November 2023 and launched on June 24, 2025. This updated system aims to enhance accessibility and streamline processes for outdoor enthusiasts across the state.

Vessel/Vehicle Registration

The Vessel Title and Registration feature empowers DNR staff to efficiently process vessel applications electronically, enabling them to issue and sell titles and registration documents directly through the MD Outdoors platform. This streamlined system enhances operational efficiency while ensuring a user-friendly experience for both staff and customers.

The Off-Road Registration feature empowers customers and DNR staff to efficiently process off-road vehicle registration, enabling them to issue and sell registration documents directly through the MD Outdoors platform. This streamlined system enhances operational efficiency while ensuring a user-friendly experience.
